The "Guidelines" set the outdoor LED display setting in Shenzhen as a prohibited setting area, control setting area and moderate setting area. The LED screen is forbidden within 100 meters of the window of the residential building, and the LED display opening time must not exceed 23 hours at the latest.
Outdoor LED display brings certain light pollution and light interference
According to the "Guidelines", according to the current situation, there are currently 335 large-scale outdoor LED displays with an area of ​​more than 10 square meters, of which Luohu District has the largest number of 96. With the improvement of LED module technology, the outdoor LED display has been greatly improved in terms of area, color and brightness. However, its brightness, changing frequency and noise at night also have a certain negative impact on the city night.
At the same time, there is a lack of uniform setting guidelines, uniform setting standards, and uniform technical standards. Some outdoor LED displays that have been set up have brought certain light pollution and light interference to the city. Part of the LED display at the intersection affects the driver's judgment of the complex traffic conditions at the intersection; the display on the roof, the light may affect the night life of the opposite residents; the same landscape interface, the display position is not uniform, destroy Building facades, urban landscape interfaces, and regional skylines are increasingly prominent.
For example, part of the LED display in the center of Nanshan Qianhai is placed on the commercial street building on the main section of the road, and the commercial short films, recruitment information and music are broadcasted cyclically, around the LED display screen, with the bright or dark LED screen. Brightened and darkened, and many residential areas across the street from the commercial buildings with LED displays, many residents complained that they had to endure the noise at home and be plagued by the glare of the display.
Outdoor LED display turns off at 23 o'clock at the latest
In this regard, the management department conducts spatial zoning according to the characteristics of the urban landscape and the functional layout, forming an integrated urban landscape design of the future new urban architecture and outdoor LED display in Shenzhen.
The "Guidelines" propose that the prohibited areas include Dapeng Peninsula National Geological Park, urban ecological park, ecological green space, protective green space, party and government organs, military organs, historical and cultural protection units, and pure residential communities.
The “control setting area†includes industrial areas such as industrial areas, storage areas, cultural and educational areas, tourist areas, etc., which are used for recreational and sports land, industrial land, and logistics and storage land in urban commercial service industry facilities. The area of ​​a single display screen shall not exceed 800 square meters, the maximum average brightness of night display illumination shall be 300 cd/m2, and the display opening time shall be controlled from 8:00 to 22:00.
The “moderately set up area†is a four-category area of ​​traffic port area, large-scale science and technology park (innovation, create a garden), large-scale cultural and sports area (cultural creative park) and prosperous (central) commercial block. The area of ​​a single display screen shall not exceed 1000 square meters. Meter, the maximum average brightness of night display illumination is 500cd/m2, and the display opening time is controlled from 8:00 to 23:00.
In terms of setting position, the "Guidelines" propose that when there is a residential building within 100 meters in front of the display setting position, and the display screen faces the window of the living building, the display is prohibited from setting the position; when the display is set to a position 150 meters ahead When there is a residential building and the display is facing the window of the living building, the brightness of the display should be appropriately lowered and set as a static display.
