Development and Reform Commission: Accelerating the development of efficient lighting

The High-efficiency Lighting Forum sponsored by the UN Environment Programme was held in Beijing from November 10 to November 11. The forum convened more than 200 power industries, top lighting equipment manufacturers, development banks, financial institutions, and international agencies in more than 60 countries. Representatives, together discuss the acceleration of the use of advanced lighting technology to promote global energy-saving emission reduction.

At the forum, He Bingguang, Director of the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission, said that China will accelerate the development of low-energy and low-emission industries, and strive to achieve a 47% and 8% increase in the value-added of services and strategic emerging industries by 2015 respectively. Around 2015, the total output value of China's energy-saving and environmental protection industries will reach 4.5 trillion yuan.

According to China's "2014-2015 Action Plan for Energy-saving and Emission-reducing Low-carbon Development," the domestic energy consumption per unit of GDP, chemical oxygen demand, sulfur dioxide, ammonia nitrogen, and nitrogen oxide emissions will decrease by 3.9% and 2% year-on-year respectively. 2%, 2%, 5% or more; CO 2 emissions per unit of GDP dropped by 4% and 3.5% over two years respectively.

Government departments will vigorously promote industrial restructuring, speed up the construction of energy-saving emission reduction and carbon reduction projects, pay close attention to energy conservation and carbon reduction in key areas, strengthen technical support, further strengthen policy support, actively promote market-oriented energy-saving emission reduction mechanisms, and strengthen monitoring and early warning and supervision and inspections. Hua Shuming, director of the Global High-Efficiency Lighting Center, explained that in 2009, with the support of the Global Environment Foundation, the United Nations Environment Program launched the “Global Elimination of Low-Efficiency Lighting Products” project to help developing countries advance the elimination of low-efficiency lighting products. At present, more than 60 developing countries have joined the high-efficiency lighting partner project and signed a pledge to eliminate low-efficiency lighting products in 2016.

Since 2008, the Chinese government has promoted more than 780 million high-efficiency lighting products throughout the country through financial subsidies, making the idea of ​​energy-saving lighting deeply rooted in people's minds and making important contributions to global energy conservation and emission reduction.

According to the forum, if high-efficiency energy lighting is implemented in all industrial sectors, the electricity demand for lighting will be greatly reduced, saving over 10,000 TWh of energy consumption per year and reducing CO2 emissions by 530,000 tons. If commercial high-efficiency lamps and lighting equipment are widely used, the world will save more than $120 billion in electricity costs each year, and it will be possible to avoid the construction of 280 new coal-fired power plants and save an additional $23 billion in additional expenditure.
