Jiangxi regulates the pricing of small hydropower on-grid tariffs

Yesterday, the reporter learned from relevant departments that, in order to standardize the management of the on-grid electricity prices of small hydropower projects and promote openness in government affairs, Jiangxi Province has issued documents to further standardize the on-grid electricity price pricing of small hydropower stations, among which the newly-built power stations implement price-bound electricity price mechanisms that are subject to price caps.

According to reports, the pricing of small hydropower on-grid tariffs is in the Provincial Development and Reform Commission. Including the total installed capacity of 501-1000 kilowatts (including 1000 kilowatts) of the on-grid tariffs for the verification or adjustment of the on-grid tariffs, the approvals of the pricing authorities of the respective districts and cities were examined and approved. The total installed capacity shall be approved or adjusted for the on-grid electricity price of hydropower stations below 500 kilowatts (including 500 kilowatts) and shall be entrusted to the competent pricing department of the county (city, district) for approval.

Jiangxi Province stipulates that the newly-built power station implements a price-bound operating price mechanism. According to the social average cost factor, the upper limit of the on-grid tariff for newly-built power stations is determined to be 0.28 yuan per kilowatt-hour for total installed capacity of 200 kilowatts or less, and 0.30 yuan per kilowatt-hour for total installed capacity of 201-500 kilowatts, 501 - 0.31 yuan per kilowatt-hour for 1,000 kilowatts, 0.32 yuan per kilowatt-hour for 1001-2000 kilowatts, 0.34 yuan per kilowatt-hour for 2001-5000 kilowatts, and 0.35 yuan per kilowatt-hour for more than 5001 kilowatts. In order to encourage the construction of hydropower stations with adjustable performance, the power tariff level can be increased by 1 cent on the basis of the upper limit tax-inclusive power price of power plants of the same scale for power plants with performance adjustment performance over the quarter. After the approval of the on-grid electricity price of the newly built SHP station, the price adjustment will not be approved within three years.

For the old power stations with difficulties in operation, great contradictions, and relatively low on-grid tariffs, Jiangxi Province implements a moderate adjustment system for centralized approval of one county each year. The specific policy is: The total installed capacity is less than 200 kilowatts, up to 0.28 yuan per kilowatt-hour. For 201 kilowatts and above, the figure below 0.28 yuan per kilowatt-hour may be raised to 0.28 yuan, up to a maximum of 0.01 yuan per yuan above 0.28 yuan, and up to 0.005 yuan above or equal to 0.33 yuan. However, it must not be higher than the upper limit of the on-grid electricity price of newly-built power stations of the same scale. The time interval for each price adjustment shall not be less than 12 months. The temporary adjustments that are on the same level as the on-grid tariffs for the same type of small hydropower in the same basin are gradually merging with the same type of generators.
