Artificial intelligence applications in judicial cases can improve work efficiency

In recent years, the Hangzhou Procuratorate in Zhejiang Province has embraced the power of intelligent technology to revolutionize its case handling process. From remote reviews and trials that allow prosecutors to work from home without leaving their offices, to smart voice recognition systems that replace traditional typing, the transformation is both impressive and efficient. The intelligent proofreading system for legal documents and the synchronized audio-visual review system have significantly reduced the need for manual checks, making the process faster and more accurate. The "Smart Prosecution" system helps prosecutors handle cases based on rules rather than just experience, enhancing consistency and fairness in judicial decisions. Professor Gu Xuefei, Party Secretary and Procurator of the Hangzhou Municipal People's Procuratorate, explained how the integration of standardization and informatization has led to the development of an intelligent case-handling system. This system, powered by artificial intelligence, has greatly improved the modernization of procuratorial work in the city. One morning, Wang Qiang, a prosecutor from Jianggan District, used a remote arraignment system to conduct a video review of a suspect accused of dangerous driving. After the session, he returned to the office quickly, saving time and avoiding traffic delays. Bao Jian, head of the public prosecution office at the Hangzhou People's Procuratorate, noted that before these technologies were introduced, much of the time was spent traveling between detention centers, courts, and procuratorates. Now, with a point-to-point remote system, the process is streamlined, reducing costs and improving efficiency. Since 2015, Hangzhou’s procuratorates have taken advantage of reforms in criminal case procedures. With support from the municipal party committee and the Political and Legal Commission, 14 basic-level procuratorates have implemented an "three far and one network" system, including remote arraignment, trial, and delivery, which has greatly enhanced work efficiency. Jiang Qi, an assistant prosecutor at the Huzhou Public Prosecution Office, used the intelligent speech recognition system to automatically generate a review report while reading interrogation transcripts. This real-time conversion of voice to text has improved the timeliness and accuracy of legal documents. According to the highest procuratorate’s deployment, Hangzhou’s procuratorates began piloting intelligent voice technology in six grassroots units in August 2016. This innovation has significantly reduced the workload for prosecutors, who previously spent a lot of time on transcription and document preparation. By July 2017, during the pilot phase, Hangzhou prosecutors had handled 1,064 cases, accounting for 36.7% of national trials. Using the intelligent speech recognition system, they completed 766 review reports totaling over 2.08 million words, with an accuracy rate exceeding 91%. This success made it a model case for the national “Smart Prosecution” initiative. Document marking and preparation are labor-intensive tasks in public prosecution. Zhang Jun, head of the technical department at the Hangzhou Procuratorate, explained that the intelligent case-handling system allows prosecutors to extract relevant content directly from electronic files into transcripts without manually scrolling or typing. It also identifies over 100 risk points across 15 categories, offers sentencing recommendations, and can generate reports and indictments with one click. A small step in applying modern technology can lead to a major leap in judicial civilization. Currently, the intelligent investigation and supervision system, along with the “Smart Prosecution” case-handling platform, are being tested. The Hangzhou Procuratorate continues to explore and implement new technologies, aiming to replace manual work with machines and enhance efficiency through intelligence. Their goal is to create a “smart inspection” model that sets a standard for the country.
