The R series is mainly based on tests on pavement samples from some European countries such as the Netherlands, Belgium, and Germany. The N series is based on tests on pavement samples from countries such as Denmark and Sweden, where the pavement is usually made of specially processed luminescent materials; the C series is the joint of the CIE and the International Road Congress Standing Committee (PIARC) in 1984.
