Comment: The demonstration role of energy-saving lamps shining in Beijing

In accordance with the model of government funding, policy guidance, and market-oriented operation, the “Beijing Green Lighting Project” has promoted and installed 1.8 million energy-saving lamps in three years, which has taken a solid step in building a conservation-oriented society. According to the monitoring results, 1.8 million energy-saving lamps can save 39 million kilowatt-hours of electricity, save electricity costs of 28 million yuan, reduce carbon dioxide emissions by 38,700 tons, sulfur dioxide by 1,164 tons, and nitrogen oxides by 1,700 tons. The implementation of energy-saving lamps is a large-scale energy-saving project. How can we ensure the effective use of government subsidies? The Beijing Municipal Development and Reform Commission entrusted a special energy-saving agency, the Beijing Energy Conservation and Environmental Protection Center, from the organization and implementation of the project to the disbursement of subsidy funds. First, the supplier is selected by means of open recruitment, followed by the public bidding and the principle of leaning toward the public welfare cause. The energy conservation and environmental protection center organizes the supply and demand sides to meet, and the user chooses the supplier independently. After the completion of the project and the acceptance of the project, the supplier shall handle the government fund subsidy procedure with the payment invoice issued by the user and the work order signed by the user. At present, the city's 1,263 second-circuit public toilets and more than 2,000 primary and secondary schools in the city have all installed energy-saving lamps. The 70 stations of the subway and the first and second lines, and the 114-kilometer tunnels of the 13th and 8th lines have been replaced. Energy-saving lamps, energy-saving lamps are also used in more than 50 government agencies, some hotels, commercial buildings, hospitals, etc. As we all know, China is the world's largest producer of energy-saving lamps, accounting for about 90% of the world's total output. However, the proportion of domestic use is not high, and exports account for more than 70% of total production. It is estimated that if all the existing ordinary incandescent lamps are replaced with energy-saving lamps, the country can save more than 60 billion kWh a year. However, it is regrettable that many places have not implemented energy-saving lamps at all, causing extremely serious waste. It is really a sigh. This phenomenon can no longer continue. Nowadays, we strongly advocate the construction of a conservation-oriented society. The construction of a conservation-oriented society needs to be implemented through concrete and meticulous actions. In particular, the government needs to play a guiding and demonstrating role. In this regard, the “green lighting project” implemented in Beijing is worth learning from. The power of example is endless. What can be done in Beijing, there is no reason to do it in other places? If all localities can do the same as in Beijing, how good is that? We firmly believe that this day will not be too far away.
