SERC expects the coal consumption for the 12th Five-Year Plan to fall to 330 g/kW

The Electricity Regulatory Commission released the “Annual Report of the Power Generation Business in 2009”, which predicts that the national coal consumption rate for power supply standards in 2015 will drop to around 330 g/kWh.

According to the data provided in the report, in 2009, the national standard coal consumption for coal-fired generators of 6000 kW and above was 340 g/kWh, which was 5 g/kWh lower than in 2008.

However, the report believes that China's energy structure determines that the proportion of coal-fired power generators will not change significantly over a long period of time. Operation is affected by various factors such as peaking, load rate, and coal quality, and the overall coal consumption level is further increased. The space for decline will be smaller and smaller and may even increase. It is expected that the national coal consumption rate for power supply in 2015 will drop to around 330 g/kWh.

The coal consumption of power supply is relative to the coal consumption of power generation. The reduction of coal consumption for power supply is directly reflected in the reduction of the total energy consumption. The coal consumption of power generation corresponds to the standard coal consumed once, and the coal consumption of the power supply is the net coal consumption of the power generation after deducting the power from the power plant such as pumps, fans, dust collectors, and coal mills.

Not only that, the report also stated that most of the existing thermal power installations in China are units that have been put into production since 1987. The average stand-alone capacity has reached 103,100 kilowatts, and the proportion of units with 300,000 kilowatts and above has reached 69.4%, relying on structural adjustment, strengthening management and technology. By means of upgrading, etc., the first four years of the “Eleventh Five-Year Plan” period became the period in which the coal consumption level in China fell the fastest.

The report also announced the installation and commissioning of desulphurization equipment for thermal power units in various regions. The relevant power experts said that in 2009, the country’s sulfur dioxide emissions fell rapidly to 13.14% compared to 2005, and the 115% reduction target of 115% was completed ahead of schedule. It also has a lot to do with the operation of thermal desulfurization equipment.

According to the report, as of the end of 2009, desulfurization units have been installed on coal-fired units above the scale in North China. Except for some newly-built power plants, the operating rate of desulfurization equipment is less than 50% due to unstable equipment operation or overall debugging, and the average commissioning rate of other units is above 93%.

In addition, in the northeastern region, the installed capacity of installed desulfurization units for 50,000 kilowatts and above has been adjusted to 27.42 million kilowatts, accounting for 62.8% of the total adjusted coal-fired generating units. The average operating rate of desulfurization equipment is 96.1%. In the northwestern region, the capacity of installed desulfurization units has been adjusted to 35.66 million kilowatts, accounting for 77.7% of the total adjusted coal-fired generating units and 97.8% of the desulfurization units. In the East China region, the capacity of installed desulfurization units has been adjusted to 120.10 million kilowatts, accounting for 94.8% of the total adjusted coal-fired unit capacity. The average operating rate of desulfurization equipment is 97.8%. In Central China, the capacity of the installed desulfurization unit was adjusted to 74.5 million kilowatts, which accounted for 80% of the total capacity of the coal-fired unit. In the southern region, all coal-fired generating units have been installed with desulfurization equipment, and the average desulfurization efficiency is 90.90%.
